As long as you're OK with just electric & water, Newport News Park all the way. Easy drive to Williamsburg, also close to Busch Gardens. Beautiful wooded sites, lots of space, hiking & biking trails, quiet but close to town if needed. We've stayed in both the B and C loops.

We like Fair Oaks at Lightfoot. It's clean and mostly pull-throughs with full hookups. It's also owned by the Williamsburg Pottery Factory and is adjacent to it. That's worth visiting, for bargains, and also salt glaze pottery which is made there. There is also an easy way to get to the historic area without going on busy roads. Take Rochambeau Drive and go from there. I can't remember all of the route, but a good map will tell you where to go. The campground is very quiet, though very accessible from I-64.
Just got back from Williamsburg and stayed at the Anvil campground, which is the closest to Williamsburg historic district. Yes the traion track runs right behind the campground and there is a fairly busy road on the other side. But if you are in an RV and not a tent or pop-up, I don't think the trains are that much of a problem. I did feel sorry for the tenters, who were almost right beside the train tracks. Turn the air conditioning on and you probably won't hear the trains. The crossing is about a mile away so they don't blow their horn near the campground.
The Pottery campground was almost deseted, and the Pottery itself was a ghost town. The former owner apparently died and they have let the place run down, and most all the stores moved to the new outlet mall.
Anvil was clean if not in need of some serious maintenance, the people were nice, but the campsites were very un-level near the pool. If you want a more level campsite, you have to pay $5.00 more per night for a "premiun" site. I considered that more of an issue than the trains. Oh, and watch when you connect your electric and/or cable. I found a brown recluse spider nesting in the cable outlet compartment.
Another vote for American Heritage. Just returned from a weeks stay. Sites have concrete pads along with concrete patios. Very impressed with the improvements since my last stay there two years ago. It is 10 miles from the Williamsburg Visitor Center and about 14 miles from Busch Gardens. The layout of the sites is nicely done so that you are not looking at the side of your neighbors rig. All sites are pull thru. WiFi was very good for a CG. Bath house clean and in good repair.
