When I retired with mostly company paid health ins. changed domicile to SD. All was good until I found out my address in SD was not In Network. I had been that way till I found out on the next Open Enrollment when they let me declare I would go out of area to a In Network doctor for service. So I'm now out of area but allowed to op into In Network for service. If I lived in SD their would be not In Network locations but since we are fulltimers that is not a problem. I keep my old doctor in my old home state (see him once or twice a year and he keeps up on my meds) and are covered at any in network location around the country. We have UnitedHealthCare administered for my retired from company who is self insured. Insurance, so may things to watch out for even if you think you are covered you may not be.
I needed an actual physical address in SD for my CDL for the same reason. I have a lifetime lease from a campground in Sioux Falls arranged through Alternative Resources at a cost of $100. I have the lease as proof of this physical address and it satisfied the state for licensing purposes. Maybe you could try this as well.

I would post it but could risk being sued by the businesses in SD that make their living getting people to use SD for residence.
We are very happy with Texas residency. Got plates, drivers license, registered to vote etc. Was very easy getting everything done. With proper paperwork can all be done in one day! Also no issues with insurance.
We have other reasons why we chose Texas that I won't go into here on a public forum.
Yep, had the same problem when I became a SD "resident" about 4 years ago. I already had a SD mail forwarding address that looks like a real brick & mortar address but Blue Cross wanted to see proof of residency, such as a utility bill. Needless to say, I had to drop coverage and obtain insurance from a SD licensed company.
I first chose Celtic Insurance but when they got a little crazy raising rates I went to Golden Rule Insurance Co. I recently went on Medicare so I don't have to deal with this anymore.

BCBS in South Dakota requires you to be physically present in the state for at least 6 months each year. They're not the only insurance company that has this requirement in SD, either.
We are full-timers and residence of Sioux Falls, SD. I have an AARP supplement
and my wife, who is not yet eligible for Medicare has an individual policy
with AARP. We are very pleased with our coverage and there has never been
a question of our "residency"
