The TL directory lists 3 in Valentine: Fishberry Campground, Valentine Motel & RV Park, & Wacky West Travel Park. You could check with some of the outfitters on the river as to whether they have RV sites available. Smith Falls State Park east of Valentine & directly on the Niobrara has tent camping, but I believe no provision for RVs.

we didn't go for the river, but stopped at Valentine for a quick overnight, we stayed at the "motel and RV park" and it was ok and reasonably priced ( the elderly owner was super nice and the motel office is something else...!!)

Many outfitters along the Niobrara have camping sites (some with hookups). Two that come to mind are Rocky Ford Outfitters and Sunny Brook camp and canoe outfitters. Can't give you the fees but if you PM me I have some phone #s....
