Thanks for everyone's responses. I think it is going to be the Rally Park. It looks like that is the closest park to downtown Tampa.

Last year we checked out Tampa East RV Resort and found out they offered specials for November and we stayed November for something like $288 which included the electric.
Very nice place but will be full in December.
They offer the special to first timers at the park to try and fill the park until the snowbirds get there. It is a resort.
Highly recommended. We were 15 minutes from daughter in Temple Terrace.

It is hard to beat the Rally Park, for price and amenities.
We go there several times a year between our longer trips. We will be there Oct 13th through the 16th.
I try not to let our MH sit at home more then 6 weeks at a time. The Rally Park is only 100 miles north of us and it is located 10 minutes from the Hard Rock casino, so we do some gambling while we are there.
If you decide to go there, when you get off I-4 and come to the light where the Flying J and the TA is, continue straight, approximately an 1/8 of a mile. You will see the entrance on the left.

The directions should read I-4 instead of I-10

If you NEED to be down town in Tampa then The Camp Nebraska is the place. We stayed there a couple years ago for two days while we attended to some business and found it to be an interesting place. The Camp Ground Reviews are correct so far as location but we did not have a bit of trouble being there.
Made the point of visiting the neighbors when we checked in and there were a couple folks that watched our unit for us while we were away.A couple bottles of Wine buys a lot of protection in a neighborhood like Nebraska Ave.
I would not hesitate to go back again if it was a must be downtown call. It sure is not a resort or destination but it had decent electric and services, and as noted, cheap security.

That area (Nebraska Ave) is well known for it's prostitutes, druggies and homeless. Not a place I would go

This place would not even be on my list...stay out of this area!

RALLY PARK is safe clean and easy to get to downtown Tampa.
