I've been reading the bullteins relating to my 2000 F53 chassis and came across this: "Service Bulletin #: 020909; Date Added: 2002-12-06
Summary: EXCESSIVE AMOUNT OF WATER INTO THE AIR FILTER AND A LOSS OF POWER WHILE DRIVING IN THE RAIN. 1999-2004 SUPER DUTY F-53 STRIPPED CHAS."
My question, since I didn't see a recommended remedy, is what steps, if any, have others taken to avoid the problem (other than not driving in the rain)?
Ford Has a fix for this
Suggest you do a search under water injestion on F53 -This has been covered many times here on forum
I highly recommend getting the parts as it happened to me coming over the confederation bridge -not the best place for it to happen
Sorry cant find the part nos for this fix but ford has them

ISSUE:
Some 1999-2004 F-53 Stripped Chassis vehicles equipped with a 6.8L engine, may ingest water into the air filter while driving in the rain. This can cause loss of power and/or engine stumble.
ACTION:
Replace the air cleaner inlet tube with a revised tube and strap. Refer to the following Service Procedure.
SERVICE PROCEDURE
Remove and discard existing shield. 2002-2004 model year vehicles are equipped with a long shield (Figure 1) and 1999-2001 model year vehicles are equipped with a short shield (Figure 2).

Remove and discard the existing air inlet tube. To remove, grasp the air inlet tube at the bottom of the air cleaner assembly and pull downward.
Remove and discard existing retention strap.
Install revised air inlet tube into the bottom of the air cleaner assembly and secure with revised strap (Figure 3).

Click HERE for Ford's last fix for this problem. The price for this part has gone from under $20 to over $40 over the years. It has worked fine for my MH but some have posted that the opening lined up with the top of the front engine compartment opening & water still got in. They just added a small plastic extension on the front of the air intake to correct that problem.
By the way with the above instructions it's not hard to install this yourself.

Thanks for the info - I'll be on it this week. I was using allworldauto.com as the source for TSB's but never did find the solution. Either I'm using that site wrong or I'm using the wrong site as a resource for TSB's
