It's sitting in front of an archery shop and the wording on the boat reads "big time bow fishing" so it's obviously their setup for bow fishing (shooting fish with a bow and arrow) As for why the electric fan, I'd assume because it's quieter.

Fan motor looks alot like a twin Briggs gas motor to me with carb on top and starter wires. Wish I could zoom in on it.

Sure looks to me like a bowfishing set up. Notice the large halogen spotlights under the platform. Guys use them here in Minnesota to bow-fish for Carp. At night the fish tend to move to shallow water. Standing up on that front platform with the lights shining into the water makes them much easier to spot and gives you a good angle to get off a shot.
Never seen one with a fan motor on it though, my guess is it would be used in very shallow or weed choked water where the outboard would not work.

Was going to say the same thing. Its an electric start gas motor, note the fuel line and throttle cable coming from the top.
Used for moving through high weed areas to bow fish in where the fish tend to hide. Can't get into those areas with a drive prop without turning it into a weedwacker.

That appears to be a pretty common bow-fishing boat. I'm not into that sport personally, but have known some who are. They go after big carp, alligator gar, and catfish.
Look through the pages of this photo gallery and you'll see that quite a few of the boats have a similar fan setup.
