Got tired of the neighbors animals spraying my wheels and also any water splashing dirt up on the tires and wheels.

I don't cover them I use 303 protectant. Just about anything that will stop uv should be fine. We are always thinking about storage space so we opted for 1 bottle of 303 that is used for many things as opposed to four covers that do only one.

OP, those are usually vinyl covers made specifically for your tire size.
As for the reason, well, just do a little math.
Tire Covers = $85
New Tires = $3,000
Covering the tires to protect from UV makes perfect sense. If you don't now, you start the day after you replace your first set of tires because they cracked. (Mine lasted 4 years in this Texas sun.)
Use the covers to keep UV rays off tires. Don't need to put wood or anything else between the tires and ground. Also don't need to over inflate tires. The covers also help keep tires and rims cleaner.
