Here a the link to a tethering story for the new Droid (Verizon will tether) but they are also saying that T-Mobile has already stopped it and Sprint will ban it in 2010.
Your title is a bit misleading. Sprint will only be blocking tethered use on smart phones using an "Everything" plan. Anyone that's paying for the tethered "Phone-As-Modem" option that's not available for the "Everything" plans, will not be affected by the change.
