I was thinking of buying some land in Canada and parking a Fifth Wheel
on the land. Hooking them into utilities at the site. Are there any Canadian laws Local or National that would prevent this.

You'll have to check the zoning laws for the particular area you're buying. Land use laws are different everywhere. Finding land that has utilities (electric/water/sewer) may be a challenge also. You might find those resources on a residential lot, but then its unlikely that zoning will allow you to park a camper on it, otherwise you'll be required to dig a well and a septic system.

You will need to verify with the tax collecting municipality that would be covering wherever you want to buy.

Where my country place was 90 miles outside of Montreal (Massawippi), we were not able to leave any trailer on our private property until there was actually a permanent residence built on it. It's the same for many communities.

The laws were written to prevent non-code dwelling from being used as residences all over the place.

Once our house was built I could then keep whatever I wanted on my property.

IT seems like you might have to buy a run down house on some property to do what you are thinking. Then park the RV behind the residence.

It should not be difficult to find a house that is falling apart, and the owners want to get rid of it quick! Then you will have a well, electric service, and septic system to tie into. Maybe a little more expensive than you planned, but something that will work. Look for something that has had a lot of deferred maintenance, and that house will sell for a song, as not many will want to put $$$ into fixing it up.

IMHO I would suggest that instead of a fiver you get a used manufactured home. Far less money, far more square footage and far better insulated.

You will have to check with the LOCAL authorities wherever you plan to buy property to see if your plan will fly. Same deal whether you are in Canada or US etc.
Plus - check in with Canadian residency rules.
