I flipped mine down several years ago and have not had any problems. I am 6' tall so I do not have any problems reaching the handle. My wife can not reach the handle but that is ok cause it is not her job.

Mine was installed that way I have a quad fold cover on the bed.

I should have explained better, I have the DRW fender to contend with. I can't reach the lock unless truck has weight on it.

With the hitch tilted up add a wood wedge between the jaws and the body of the hitch. This will tilt the handle down enough to close your cover.. Just remember to remove the wood wedge before trying to hook-up... T-10

I have the same bed cover as you. Tie that strap around the folding cover when open. Failed to do that one time and left it flapping. Wrapped around the drive shaft and sounded like a cannon going off.

Couldn't get over the side of the road quick enough.

I turned mine over long ago. It's not a problem to pull and it sure makes it easy to put my cover on.

I cut mine off just above the first bend and drilled a new hole for the cotter pin. That gave me a straight pull handle that would easily clear my bed cover.

I have closed my roll-and-lock cover over the hitch for years now. No Problem. I do clip the strap to something solid when towing so it doesn't flap around and get caught in drive shaft. Don't ask me why I do that now.
