That one I find a bit ambiguous. On the first startup cycle, yes, the water is cold. On subsequent service cycles though, the water is typically hot, and the heat cycle now just makes it a little hotter. Because of that, I tend to accept "hot water heater" without comment.

But: a water heater doesn't heat hot water, it heats water that is either cold or not hot enough. Once it is hot, its job is done.
Now once the water starts to cool, it again is a water heater again.
But: I'll go with either and have to admit that at one time or another I'm sure I've used the term "Hot Water Heater" and I'll bet I use it again at one time or another.
I guess it comes down to just how you define "hot", Hershey. Is the 130 degree cut off temp on my heater "hot", but the 110 degree cut in temp is "cool"? Then there's that "hot" and "hotter" thing to consider...
