I saw a report in the SATx newspaper Saturday that spring-fed pools in the Rio Fro riverbed have water, but the river itself isn't flowing. You might try South Llano River State Park in Junction if you want to go tubing, since that park is just downstream from the springs. The campground is small, but the park is great for tubing and kayaking. No dances for the teeney-boppers like Garner, just a beautiful Hill Country environment.
But don't go anywhere in the Hill Country without calling the park office first to see if there is any water flowing. The farther north and west you go in Texas this year, the worse this drought conditions.
I was in the feed store the other day, a gentleman came in and asked for 100 lbs of seven dust. I asked him why so much , and he replied, he had to dust his catfish off.
Just got back from Garner yesterday. Plenty of water in the Old Garner park section, both above and below the dam. No flow to go tubin' or kayaking. Don't know about New Garner -- didn't go there.
For good tubin', go to New Braunfels and the Comal River. Still good flow and the Tube Shute in Landa Park is FAST!! Tubin' the Comal.
