In Florida you not only need a license, but there are separate licenses for fresh water fishing and salt water fishing.

It's all about collecting money (taxes) without calling it taxes

It's been about 15 years since I last wet a line.

We are buying a creekfront RV lot and AFAIK here in Ohio you don't need a license to fish on your own land.

If I recall when I purchased a three day non-resident licence in Tennessee they charged me what my domicile state charged non-residents, seemed fair to me.

Last year we workamped in Minnisota for six months. Out of state fishing license was very well priced!
Only $52.50 for a couple for a year.

It is a form of "conservation". Price it high enough and folks stop fishing. Same with gas, food, water, sewer rates. Price gets high enough people cut back use and that is conserving. It's the "Plan".

Individual states' Game and Fish Departments typically have an aggressive program of fish stocking in order to ensure that waterways are well-stocked and provide a good opportunity for anglers to catch fish. License fees are typically the main sources of funding for the hatcheries and stocking programs. Residents of a state already support such programs through taxes. Non-resident license fees have to be high enough to acknowledge that support that residents already give, but low enough to still encourage people to come into that state and fish.

I don't think any state is trying to deter anyone from fishing. Just the opposite. States want to encourage residents to utilize its resources, but also wants non-residents to come into their state and bring their tourist dollars with them. In South Dakota, tourism brings a staggering amount of money into the state, and one of the reasons why there is no state income tax. The Black Hills, Sturgis motorcycle rally, state parks, Missouri River reservoir lakes, hunting and fishing are huge draws to the state. The state does everything possible to encourage people from out-of-state to come, including promoting a world-class fishing experience.

Once the US pays down its debt, and ALL states are running a surplus budget, I am going to ask my senator ( I use to capitalize senator but don't anymore if you get my drift) to submit a bill for a $1.00 Lifetime Federal Fishing / Claming / Oystering Licence which is good in all states, all waters, on all beaches...

Lets see... I am 67 years old right now so in the year 2094 I'll be.... hummmmmmmm

OK - forget the whole thing!

Do they stock the ocean too? ;-) Oh, I guess that's just pure revenue enhancement!

Requiring a license to fish in the ocean is a pure money grab. I will give you that. We all know that government will put a tax on something simply because it can.

I guess I look at this slightly different. If you have a passion for fishing or other sports, you can justify the costs to satisfy your passion. Golfers are willing to pay $30 to $300 for a round of golf, skiers will pay $45 to $100 for a day of skiing so to justify the cost of a fishing license is relatively easy for me. In Colorado the DOW uses license revenue to buy up leases on private land to provide access to Gold Metal waters for ALL persons wanting to experience these fisheries. I know that other western states do the same. I also fish in FL and found I needed to buy a license to fish in the Ocean which surprised me but again I could justify it as it is my passion. At least this tax revenue is being used to improve what it is collected for. More than we can say for our US Tax Revenues.

In Minnesota state parks you can fish in state park lakes for free - no license needed.

Technically I think you can ocean fish outside the U.S. boundry waters without a license. But you need a license if you are going to bring any fish back to shore. So it is either catch and release, or catch, clean, cook and consume before going home.
