We have found via a FIAT "Studio" (FIAT doesn't call them "Dealerships") that the manual transmission can be flat towed.
"RV owners will be happy to hear that the Fiat 500, with a manual transmission, can be towed flat behind a motor home; however the automatic version would need to use a tow dolly." iVeho.com

Usually, yes.
However, Fiat is not listed in the application charts.

I would totally ignore what a dealer sez. look in the owner's manual under towing behind a motorhome or recreational towing.

You're right, actually that is what I wanted to say but it was so much easier to just say dealer. 
I know you should never take the advice of a dealer.

The Fiat 500 is to long ! It is 16.2 inches longer than the Austin/British Leyland etc Mini.
