If there were a 20-30A outlet on the pole that is one thing.

Here in Austin, if someone is opening the access panel to a street light, most likely, they are going for the copper wires inside. That is why if you do have street lights, a lot of places here use "real" tamper resistant screws which don't have a universal key to open.

No, but it would be a great way for someone working away from home to lower his overhead, use your RV and ask permission to plug in.
