Topflite is correct on the location of the ODB II access plug. It is pushed up into a protective cover and must be pulled down to plug the ODB II into the connector.
Dwight Wrong. The F-53 with the 460 had EEC-IV, no OBD-II. V-10 Ford started using OBD-II.

Ford never went to OBD II on the 460, except for a few 96-97 California pick ups and vans.

I also have a '98 Bounder with a 460 v8 and had the same problem. After going 'round-the-world with codes and thinking it was the EGR, I finally found an unplugged vacuum hose. Look for the simplest items first.

I am a ASE auto tech. I have a 94 bounder with 460. It has obd1 like yours and had the conector just like the photos 96bounder showed. Mine had the on and off check engine light turned out to be broken platic vaccum hose that ran fron the passenger side of the engine down to just to the right of radiator to the plastic vaccum reservoir. It was setting egr and air injection codes the reservoir supplies vaccum to both the egr and air injection solenoids

I see you've already ordered an OBD I reader...but for others reading this thread, note that you can borrow or buy a reader from many automotive parts supply chain stores.

Hi Slowdown1,
Best of luck tracing down your issues.
To answer at least one of your questions - The 460 only has the 1 O2 sensor which you have already discovered.
