Our son lives in the Folsom area. When we visit we either stay at the Shingle Springs KOA or at CalExpo. (The State fairgrounds in Sacramento)
I would recommend CalExpo but be sure and ask for the new area. It is nice, flat, full hookups (50 amp)and plenty of room. The original area is not flat and you may have to put your jacks on blocks too get even. The rate is pretty good too.

Does the Fairgrounds let you stay even when they have events ?
I checked some where I am now and they kick you out when the circus comes to town.

We stay at Cal Expo RV Park about once a month and have for the past four or five years. We always make reservations. There were a couple of times that we could not get a reservation because some event was scheduled. But, even then we usually got a call that a spot had opened up. And we have never been ousted due to an unexpected event. However, there might be a limit on the length of a stay. That information can probably be found on their web site and you can certainly call the park for more information.

My father passed on in 05, and he lived in Carmichael, before he died I would visit him every year and we stayed at Cal Expo RV Park. I enjoyed my everyday walks on the American River, while I stayed there and I liked the easy off and on the freeways from Cal Expo. I stayed there also when the Cal Expo was hosting the Sacramento Mile dirt track races. I would come down to visit my Dad, golf and take in the dirt races.

I had reservations at the Loomis RV park, when I pulled in I immediately got a creepy feeling about the place. A quick drive through the park and we left giving up our reservation....just my first opinion, but the place needed real help. Golden something RV in Auburn is a really nice park, Placerville KOA is of nice, we've been there many times...it needs some fresh upkeep but the area is nice, safe, friendly. They have some long term residents in the back area. John has owned the place for many years. Close to Fulsom.
Most of the parks in the Sacramento area are really low income housing. JMHO

A few thousand feet up in the hills is not going to make a huge difference in the temps. Actually, in the winter in this area, it is often warmer above 2500 feet than down in the valley because you are often in subshine at 2500 feet while the valley is fogged in. It's called "being above the fog and below the snow." 2500 feet to 3500 feet is where that area exists. Although last year 2000 feet and up got lots of snow.

Try Flying Flags a hwy 12 and I5. If it's not too far off or too expensive. We stay there when visiting our kids and grands in Lodi. They seem to have a whole section with what appear to be semi-permanent working folks. It's clean, has level concrete pads and great shower and laundry facilities. The only issue with me was the noise from trucks on I5 and the lying J about 1/2 mi across the road.

We stayed at Sherwood Harbour Marina and RV Park . It was nice and quiet and lots of grass for the dogs to run around.Cal Expo is right on the River Trail that is paved and runs from Old Sac to Folsom Dam and is cool if you are into biking.
Sold the house, time to see the world.

Two recommendations:
In Shingle Springs - 15 minutes east of Folsom
Placerville/Shingle Springs KOA
In Lotus: Just north of Placerville
Thousand Trails Ponderosa Resort
You no longer have to be a member of Thousand Trails...right on the American River.
