2000 tradewinds 300 CAT model 7373 put on dianostics and nothing showed up. Mechanic said needed new pump and fuel filter, still I am losing power when I gear down going up a hill. When I start out, gearing up I am good, but when I go up a hill and slow down to about 55 I lose alot of power almost to a crawl. HELP
Law of Physics: it takes more power to go up hills. If it's steep enough, it will take a LOT more power. You don't say what hills you find difficult, but if it's the 1 mile or shorter, grade-so-low-there's-no-sign-about-it hills, then yes you have a problem. But if it's the 7% grade, next 5 miles hills, a little slowing is pretty common, and the only solution is indeed a couple hundred more horsepower or a couple thousand fewer pounds.
A a good start for a fix to the first problem is fuel and air filter.

DITTO. I've heard this (no power) so many times and 90% + of the time, new fuel filters fixed the problem. Do the simple stuff first. A good technician would have changed the filters first.

By low pressure side, I suspect you mean the PRIMARY filter/water separator, since it is between tank and lift pump. That is the one that is generally easy to see/service.
It is the SECONDARY filter between lift pump and injector pump that is sometimes hard to see and/or service, particularly when the chassis maker/coach maker did not move it from the engine to a more accessible location.
And, indeed on any power issue at WOT, the very first thing to do is insure that you have full fuel flow. This is absolutely where a clogged filter will give symptoms, as that is where you are demanding the most fuel flow.
