We have been using the Blue Ox plugs in our toads for over 10 years. Never lost one and they keep the snow and salt out of the receiver hole. Much easier to lubricate in the spring before re-installing the inserts.

We use Hillman #7 Rubber stoppers (1 3/8 x 1 3/16 x 1 inch) in our Blue Ox plate. Purchased at Lowes in the specialty hardware drawers. Don't remenber the price, but less than a couple of dollars each. They stay in place well and easy to remove.
Just a thought, if you live where there are Marine supply outlets, would the expandable drain plugs for trailered outboard boats work? Don't know what sizes they come in though.
