On top of all the other objections (remember the Golden Rule?), this little flim-flam won't work because you can't reserve a specific site in Texas state parks. They would tell you that when you called, then ask for your name and reservation number.

I don't know about Texas. When I call RA, I have to have my name, address, phone number----minimum. Maybe reservation number, site number and date---to verify I'm me.
I really doubt a campground would fall for that, and it would be pretty easy where the problem came from.

In my experience with Texas State Parks, and especially Garner, you are going about it the only way you can. Garner is in such high demand that if you want reservations for water/electric sites in the summer you need to reserve them when the dates first come open for reservation. Generations of Texans with kids plan their summer vacations at Garner, and reservations are taken quickly.
As stated by Major Dad, a person could not do that in a Texas State Park, rockportrocket. Sites are not assigned until you arrive. You only have a reservation for a site within the park and not a specific site.
As others have written, I think your only choice is to check as much as you deem necessary for cancellations.
