Star Gazer, certainly the owner is making some profit on the deal. He owns the meters, pedestals etc. Sure there is some maintaince. This was a big bruhaha several winters ago. Owners explained that if forced to quit charging over the commercial price from the power supplier (APS) the rent would just go up. We here and quite a few other parks are happy with the way it is. Our bill is usually in the $14-$20 a month range, as we also use solar and propane.

Commercial rates are often higher. we can't use demand controllers or other providers. SD is regulated by a Public Utility Commission, that establishes rates. I could not find & am not aware of statute in my state governing (sec. 49-34a sd codes) resale fees. I would as you would consider it an intrusion into my freedom to operate my business as we see fit, not as the government sees fit.
On the rare occasions we have monthlies we charge what we pay, & will show proof on request.
Some owners set their monthly rate low & make up for it with other fees, or the other way around.
Our cost is $.14/kw is my cost when adjusted with other fees included through our provider Black Hills Power. check it out

Our spot last year the meter was broken so they charged a $1 a day. Hope its still broke when we get back there next week.

I enquired of and recieved response today from an officer in the SD Public Utility Commission the rules in our state governing rates & rules pertaining to power & gas charges.
Under SD codified law 49-34a a provider of utility( or sub provider) may not charge to tenants a rate for utility service different than that charged to the provider. The operator is required to keep and produce records on demand to officials or tenants of any rental property being individually charged for utility service. There are also provisions for a provider to suspend, modify service in the case of non payment.
Simply this means that when you choose a metered campsite you will be in charge of your usuge and the cost of it will be transparent.
While SD is a very conservative state( We elected then dumped Tom Daschle, remember) and as my association is one of free enterprise, advocating minimal gov't intervention, I appreciate that our state has a system of inubtrusive regulation .
In the absence of regulation an open disclosure by the property in question is preferable, however it willl lead to more research, time ,little savings on the part of the consumer.

KW charges in the Rio Grande Valley of Texas mostly depends on which provider is used. Magic Valley Cooperative is probably the cheapest and they raised the minimum this year. If the owner provides meters and outlets he certainly should be able to pass that cost on to the renters of the lots. If the electricity is provided in the rent many will use all they can but if they have to pay direct they will conserve. Been there, done that. If you cannot afford it, go some place else or learn to conserve. My average bill is $40/month. Just about what I pay up north for furnace, fridge and security lights.

My electric bill, here in Harlingen TX,was charged at .19+ per kwh $95 for 3 weeks.I should move to Donna.

We are at an Encore park in Harlingen and our first bill was $.091/kwh, the last bill the kwh charge went DOWN to $.081. I asked around about why it went down. The more electric the park uses, the cheaper the rate. In the summer, the rates are almost double. No complaints here.
