I'm looking for some suggestions on campgrounds near Santa Barbara. It can be 10-15 miles from Santa Barbara but preferably near the ocean if possible. Open for suggestions for full hookup or none is fine. Fire pit is preferred as well. I've tried El Capitan, but was a tight squeeze getting into the campspots. My RV is 37 ft. long.

You might try Carpinteria to the south. For RV parks, there is Ocean Mesa El Capitan Canyon, but it is *very* pricey.

Carpenteria would be the best choice but you don't say when you plan to be there.
if it's summer, you'll be lucky to find an open site.

There are a lot of places to park on the PCH between Santa Barbara and LA, right on the beach!

you're thinking of the Rincon, which only goes from south of Carpenteria to Ventura, not to L.A. and there are fees for camping there.
and there is no beach camping south of there, except in a number of state beach campgrounds.
and it's extremely competitive for sites there, with locals saving spots for friends and families.

If you can't find anything with ocean view (hard to find for 37ft), try lake Cachuma county park (hwy 154). On lake, not ocean and not far from downtown Santa Barbara, Solvang, Wineries, Casino, etc. They have range from full hookup to dry camp. First come first serve.

Look at Ocean Mesa website....just North of S.B. right accross from El Capitan State Park.....pricey but beautiful park with wonderful ocean views.

Do you belong to TT or RPI? There is Rancho Oso above SB not far from Cachuma. They also except the public but don't know what the rates are.

If you are going to be here more than a few days but less than 14 a zone membership in TT might be cheaper than renting a spot anywhere. $499 a year dues.
