ALL states should require this. That's a no brainer. Sounds to me like all Progressive did was comply with a law.

I know Maryland does, for one. We have to be careful, when selling or otherwise disposing of a vehicle, to turn in the plates BEFORE cancelling insurance. If you have even one day of a vehicle that is registered while not insured, there is a fine of $150 for the first 30 days, then $7 per day thereafter.
In any case, it sounds like Progressive was doing what the state required. If you don't like the law, blame the state, not the insurer.
