Straight-forward and to the point has always worked for me. Knuckle draggers (as someone above called them)seldom catch the subtleties. I would also point out (as I have in the past) that it freaks out "my baby" when she smells other dogs in her territory.

As for me, if it happens again I would approach this person with a friendly attitude and strike up a conversation. After a few minutes I would then bring up the fact that meeting good neighbors is a great part of RVing. Then I might continue and say something like "We have a dog(s) and we noticed you do as well. Let's work together to show our dogs how to be good neighbors, too. That way our pets will continue to be welcome at RV Parks."
Who knows? You might become wonderful friends. 
If I tried to be that eloquent, it would all be out the window when they came back with.... "What's the problem? It's grass! It's not YOUR grass!" At that point, I'd be back to reaching for the bear spray and diplomacy would be just a distant memory. lol
Ok... all kidding aside... I really do admire your knack for diplomacy. (Bowing appropriately)

Even allowing your own dogs to do their business in your site is rude. I clean up after a lot of dogs, my own and irresponsible owners, and can tell you you seldom clean up 100% of their mess, and the urine, well you clean up nothing. Now the next camper group comes in with a couple of two year olds who play in the grass and chew on their toys that have been dragged all around the site. Sounds delicious, doesn't it? Please take your pets to the designated pet areas, if there are some available. If not, walk them to areas where young children do not play, like the side of the roads away from the sites etc.

I like this answer better than my advice. If it happened to us, I would let it go the first time and use CatandJim's method. If they continued to use our area for a dog dump station. I would walk over and do a #2 on their patio area. Not a pretty site, but I would get my point across...

It's the way I was brought up and kindness does go a long way and it is the adult thing to do!
BUT....I have been on the road 3 years now so my contact with this behavior can be as much as every night I pull into a CG when traveling, and interestingly the times I have tried to talk to these pet owners every single one of them instantly spouts off with defensive smack talk.
I've come to the conclusion that if they are the type of people to ALLOW their dogs to go on other sites without consideration, they are usually not worth the time of day to try and talk to because,
their heads are made up of the same stuff their dog deposits on your site!
"We must be willing to get rid of the life we've planned,
so as to have the life that is waiting for us".

I don't understand why you would worry about getting "them mad". As someone else said just calmly and politely ask them to not allow there pets to do that on your sight. If they "get mad" well then they won't come back, and you accomplished what you wanted. Besides do you really want to be friends with someone this rude.
Also keep in mind that it could have been an accident as others have suggested, and under those circumstance, they shouldn't get mad. Win, Win.........lol

We take our dogs to off campsite areas. We have often been stopped by nearby campers thanking us for our consideration. No one wants to put down their cooler, or set down their baby where some dog has peed or pood! Its what we as dog owners can do to ease relations with non dog people.
BTW - dogs can easily be trained to "do their business" on command and not whenever they feel like it. What do you think service dogs do!

You've got to be kidding...right!
You're saying that these people intentionally brought their dog over to your site so it could 'poop'.
This wasn't just an accident that happened when they came to say hello?
These people thought it was OK ?
