The irony is if you live in a real, bona fide communist state like the Democratic Republic of Korea, the Republic of Cuba, or the People's Republic of China, you can do precisely that.
No emissions controls, no rules, and no inspections.
And if there is a problem, nothing that a bit of grease can't fix.
I prefer to live where my "pursuit of happiness" does not require the states permission first. I have lived in countries that had governments that controlled every move that their people could make "for their own good". Places where the masses are told what is happiness - usually hard, manual labor to be provided with just enough food that they would not starve to fast. but they were happy, big brother (or great leader) told them they were. Places where if you want to travel someplace, you get a pass that tells you how and when you will go.
Your comments that the people of Cuba can do anything they want is just uninformed like that fat clown who shot the movie claiming how advanced the medical facilities were there. IF you march the party line you might be free - free enough to do what your told, but don't try to do what you want to.
The crime rates are low, among the upper or controlling class. In the lower classes (slave) theft is a way of life, for survival. Just don't steal from those in charge. There are prisons, for those misguided souls who disagree with the controlling class, places for re-education.
If you don't believe we could have people that would desire that sort of a system, watch to see how a few people react to my deleting the emissions from my truck, just so that it will live longer. Some think that a little black exhaust is equivalent to dumping your black tank on the ground.

The first generation DPFs no doubt are using a lot of fuel compared to the baseline no DPF units.
Manufacturers are working furiously to reduce the extra heat needed by DPFs that is supplied by fuel --- and I would not be surprised to see plug in 120V AC regen show up.
The real problem is --- have we reached a point where diesels are no longer economic for all but narrow slices of the 350 and higher market?
In 2 or 3 years, Gasoline Direct Injection, with or without Turbo (Ecoboost by Ford, similar ideas by others) will be offered all the way up to the 5 liter range, and then the V10.
There will be no business reason to have mid sized (5 to 7 liter) diesels because their power / performance / reliability overlap.
Who is going to pay $10,000 for the diesel option when the turbo-direct gasoline injected version is $3,000 more?
Plus cleaner emissions, easier to manage, and less of a fight at the refinery to get clean fuel.
Judging by the attitudes expressed here (and elsewhere), I can just imagine the regulators sitting down and demanding quietly behind the scenes a program to make the light duty diesels extinct.

You can't blame this on us, the wackos here in Kalifornia(spelled correctly), have always been, for decades, the pioneers of type legislation. Anything that makes a puff of smoke, from my barbeque, to my lawnmower, to my pickup, has been on the wackos hit list for years.

There is a widespread consensus that nobody want to live in a city where air pollution is so bad that one never sees the sun, like in Beijing and many other Chinese cities.
Regulators have progressively clamped down harder and harder on harder and harder to get emission sources....
As much as I like diesels for many reasons, diesel owners are now the big peg sticking out.
Then we have the bunch "rolling coal" to draw attention to diesels.
Is it surprising that diesels have become the tar sands of the business?
