I am approached constantly at fuel stops by all sorts of panhandlers, kids selling candy, people wanting petitions signed, and people looking to make a quick buck by making me think they have stolen items to sell etc. By their nature, fuel stops are full of transient people. Expecting the store to police and vet everyone on their property is not reasonable. Before passing judgement, we really need to know a lot more about this "scam".
It is not crucifying to report the facts. Let the POC provided above sort out the facts, talk to the manager and deal with what she finds within the org. Report! Report! Report! Even to the State Police. You will likely find out you are not the only one. You might never find out that you were part of the reason these thugs end up behind bars. You can bet that you are part of the problem by not reporting it.

I fail to see where there are any facts in the OPs post. Said someone started talking to him about saving some money. Then they started to act strange and made the OP uncomfortable. If you have the police investigate everyone who tells you they can save you some money, we are going to have to hire a lot more police. Acting strange is the only way a lot of people can act. People make me uncomfortable all the time, but that is not a crime either. We don't anything else that transpired. Maybe the guy told the manager that a couple of truckers tried to scam him and then drove off. We don't know what was said or what transpired. Just because the manager didn't reach behind the counter and run out into the parking lot with a shotgun doesn't mean he did nothing. Maybe he just wasn't a very excitable individual. I am not saying it wasn't a scam, but to say the manager was in on it, or that the manager should have done something and didn't requires more information than we were given. That's my opinion and I am sticking to it. Give me more information, and I might feel differently.

Walmart recognizes that it is their property and there fore their responsibility to insure patrons are safe on their property. They have security patrols and you can report any offender and walmart will take action. Hard to believe walmart would do nothing if informed based on their obvious patrolling of their property.
If Flying J or some other station ends up with scam artists on their property they are responsible to correct the problem. Report it to the manager, call the police, and post it here. I carry bear spray at truck stops and rest areas myself.

I respectfully disagree...I feel it IS up to the store to police their property. If someone doesn't belong, they need to move along. For the manager to shrug his shoulders about it, think about what he would think if it were him being approached. That manager has to be conscious of how his patrons feel while at the establishment or he's not going to have any patrons.

I did not say the manager was in on it. Someone else did. I took the OP comments about the manager as that he did not feel the manager wanted to get involved or was not interested in his report of what happened at the pump. It appears that the OP was nervous and suspicious about it enough to approach the manager. I say report it and let those who can determine what can or cannot be done about it.
All it takes for evil to proper is for good men to do nothing.
I started driving tractor trailer, over the road, in 1970 when I got back from Vietnam. These scams were common place in truck stops back then, and nothing has changed. The truck stops have different names and different managers and different owner, but the scams are still the same. And as the the managers calling the cops, the cops have better things to do. They don't want to mess with truck stops, not back in 1970 and not today. And this retired driver does not hang out in truck stops except to fuel up and get out. As far as I'm concern, Walmart is a safer place to layover!!!
