I am approached constantly at fuel stops by all sorts of panhandlers, kids selling candy, people wanting petitions signed, and people looking to make a quick buck by making me think they have stolen items to sell etc. By their nature, fuel stops are full of transient people. Expecting the store to police and vet everyone on their property is not reasonable. Before passing judgement, we really need to know a lot more about this "scam".
It is not crucifying to report the facts. Let the POC provided above sort out the facts, talk to the manager and deal with what she finds within the org. Report! Report! Report! Even to the State Police. You will likely find out you are not the only one. You might never find out that you were part of the reason these thugs end up behind bars. You can bet that you are part of the problem by not reporting it. I fail to see where there are any facts in the OPs post. Said someone started talking to him about saving some money. Then they started to act strange and made the OP uncomfortable. If you have the police investigate everyone who tells you they can save you some money, we are going to have to hire a lot more police. Acting strange is the only way a lot of people can act. People make me uncomfortable all the time, but that is not a crime either. We don't anything else that transpired. Maybe the guy told the manager that a couple of truckers tried to scam him and then drove off. We don't know what was said or what transpired. Just because the manager didn't reach behind the counter and run out into the parking lot with a shotgun doesn't mean he did nothing. Maybe he just wasn't a very excitable individual. I am not saying it wasn't a scam, but to say the manager was in on it, or that the manager should have done something and didn't requires more information than we were given. That's my opinion and I am sticking to it. Give me more information, and I might feel differently.
Please westernrvparkowner! The last thing we want is to hear a voice of reason. If you can't join in on the panic then just keep quiet!

Walterboro, SC. Never saw a rent-a-cop all night. Certainly not when the local kids were revving their 4-wheelers to the rev limiter at 2:00am for what seemed like an hour over and over again on a Friday night not far from where the RVs were.
Edit : at first I said Fredericksburg, VA, but realize that it was Walterboro, SC.
