I agree but here is the info
" Quebec
Independent braking system is required in each weight bearing wheel where gross weight exceeds 1,300 kg (2,867 Ibs). Breakaway brakes are required on all trailers 1,360 kg (3,000 Ibs) and over."

I can only hope there is a translation problem. I sent email to Quebec asking for clarification.

In my opinion as a QS9000 and ISO/TS 16949 Quality auditor the word "Quality" does not appear to be in the RV industry dictionary.

Still no clarification from Quebec.

BUT

It appears that Electric brakes would meet the Canadian requirement for "driver actuated" brakes while Surge Brakes would not.
