If it were mine, I would make/set a date for the repair and go set up camp in his lot until the repairs are done, then you both are happy. This kinda funny, but life is what it is.

I don't know what he can do in the state you did the transaction in, but where I live, he could repossess it. And where I live, one can go to the county clerks office and get a lien filed against another if they are owed money. So, ya he can probably do it. You need to follow the laws on this stuff and do it properly. If you don't know the law, you better learn it real fast, cause you need to know which side of it you are on.
What are you going to do, give him the broken parts back and you use the ones that work?
If a written agreement didn't specify how or where the repairs were to be made, you got to give him a chance. Looks like you'll have to drive the 40, 60 or 80 miles to his place.
Or, if you don't want to deliver the RV for repairs, send him the rest of his money and fix it yourself.
Sorry, lesson learned. Do not buy something that's broken.
