The "best" of any choice is slightly different for each individual. We all have different personal preferences & prioroties.
The 3 most popular states (SD,TX,FL) all meet the basic needs of a fulltimer. The differences are in the fine point details. For some private health insurance detirmines the choice. For some its vehicle insurance, vehicle registration fees, or vehicle inspection requirements. For some its the special drivers license requirements if your rig is over 26,000 lb. For some its the financial or probate laws & regulations.
Remember that whatever state you choose is your legal home state, whether you only visit it every 5 yrs to renew your DL. That state's laws can have significant impacts on you, so its worth the time to investigate those details up front. My choice of best, may not be your best choice.

If you are like me, being a Disabled Vet with 100% disability with the VA, Georgia is the place to be. Insurance is reasonable and the State of GA allowes you to have 1 vehicle with "Disabled Veteran" plates. Cost is only $1 a year. That's right I said $1 to renew your plates each year. The annual cost for plate renewal depends on the vehicles worth. Thats how they collect the vehicle taxes each year. Last year I paid $60 for my 2003 Dodge Intrepid and $1 for my 40ft Class A diesel pusher.

I find a state of subdued excitement works best for me.

Regarding winters....just because you have your domicile in a cold winter state does not mean you have to stay there. We fulltimed for 9 years with SD as our domicile. We never spent a winter there.

It was mentioned that renewing SD drivers license in winter could be a problem.
In that case,you can renew early or get an automatic extension.The license expires on your birthday.The extension made it convenient for DW and me to renew at the same time.

Since they don't have a state income tax why don't people use WY or NV?

We also use Americas Mailbox in Rapid City, South Dakota. We love the area and get up there for at least a Month or two every year. We just bought a new car in Las Vegas and they were able to get the Registration and plates for us
