Let's deal with FACTS, please.
It would be legal in Montana, AFAIK. BUT, the TOTAL overall length can not exceed 75 feet. I, personally, have never seen an accident involving a double tow, and the ones I have heard of were not attributed to double towing, there were always other factors involved.
California requires a Class A CDL with doubles endorsement for recreational double towing. Of course, that only applies to California residents.

Not necessarily. It depends on the laws of the state. ANY state may require ANY license they choose for driving on their highways, or on Federal highways within their borders. If a state decides that EVERYBODY has to have a CDL, they may do so. Federal requirements are minimums, the states are free to exceed those minimums if they so desire!

Anyway, such a double tow IS legal in some states. ANY recreational double tow may be illegal in some states. Some states require that the first trailer be a fifth wheel hitch. Towing three recreational trailers is legal in NO states AFAIK.
It is up to the vehicle operator to know the applicable laws in every state he chooses to operate in. Reciprocity probably does not apply. Accident statistics seem to indicate that such double tows are not as unsafe as some preach. Length laws DO apply, and they CAN write a ticket for over-length if they so desire.

Put the bikes on a hitch mounted bike rack and put the kayaks on top of the Jeep


This is the logical solution.

When in front of a judge in his courtroom, ignorance of the law is not a excuse!

But have you considered one of those swivel platforms attached to the rear of your jeep? Don't think they are considered trailers!

I would look at a Congo Cage for your Kayaks and hitch mount the bike. I have this combo but do a canoe instead. I believe you can use a Yakima Kayak holder with the Congo Cage.

note there are other brands/options for this too. *but* the biggest draw back is the hassle of taking the soft top up and down with the rack on. Still worth it if that's your need.

My personal opinion is two fold 1)MH will be badley underpowered on hills or passing and 2)its too complicated when trying to fuel up or pull into a camp ground etc

INDIANA: Maximum RV width 102 in.; maximum motorhome length 45 ft.; maximum trailer length 40 ft.; maximum RV height 13.6 ft.; maximum combined length of two-vehicle combination 60 ft.; three-vehicle combination 65 ft.

so if your under 65 ft its ok in Indiana

Last wreck I saw was a PU, towing a TT, towing a boat. They had just gotten onto I-15, coming out of Holter Lake. The boat-trailer (sans boat) was hitch-up on the Jersey barrier in the center, the boat was about 10 yards behind the trailer, the travel-trailer was on it's side, backwards, about 100 yards down the road. The PU was about 50 feet past the TT. Witnesses stated that boat starting "cracking the whip" as the lash-up was driving toward Great Falls at 80+ MPH.

Is all that weight within the GCWR and is the HR's hitch capable of the weight of both the toad and trailer?
