County of San Diego Parks & Rec. All of the CG's are kid friendly, Agua Calliente is seasonal with full hookup. Most are partial hookup with water & elect only.
San Elijo State Beach (Reserve America) is a nice place and not far from Lego Land, maybe 20 minutes tops on a bad day. It's on historic PCH 1.
There are a plethora of CG's to list not to mention resorts in San Diego you could visit. These are but a few, check out RV park reviews. They seem to be pretty good about listing popular CG's in an area. I hope this helps
Wisdom is the right use of knowledge. To know is not to be wise. Many men know much, and are all the greater fools for it. There is no fool so great a fool as a knowing fool. But to know how to use knowledge is to have wisdom.
With children, our favorite is Campland on the Bay RV Resort. It is pricey, but it is a family resort. Planned activities all day long, only one way in or out for security and lots of employees. Very clean. However, it is a family park, so lots and lots of kids, lots of bikes and skates and groups. Not a place for a honeymoon. We are heading there the end of June with grandkids.
San Diego KOA is also a great park, not on the bay, but real close to Balboa Park.
There is also a new/old park directly across from Campland on the Bay. It used to be members park but has changed hands about a year ago. It advertizes beach, boat rental, etc, but we have not stayed there. Location is great for SeaWorld, and I know it is clean. Just have not experienced the park.

Ive stayed at Santee and Champagne lakes. Enjoyed both very much. Both are still a little drive to San Diego though. Not sure if you wanted to stay closer to the city.
Haven't been there yet, but a buddy to his kids to Santee lakes as noted above and really loved it. We plan to try it out too. As mentioned, Campland on the Bay is excellent but expensive.
Other places are dry camping along the strand, Silver Strand State beach. It is across the street on the beach side of a road leading north to Coronado, and has traffic early in the morning. Million dollar homes on the other side of the road.
Further north is San Onofre State beach, and San Elijo ((SP?) and Dana Point is up in the southern part of Orange county. All dry camping, with a nearby dump station.
