I just got a quote of $490.00 installed for a set of Maxxis. Much less than I was expecting. I don't really see gambling with cheaper tires when there's not THAT much savings to begin with.

Years back the only trailer tires made were made here in the USA by Goodyear/Firestone/Delta/BF Goodrich/Cooper and a couple of other I've forgotten. We had the same cussin'/discussion about trailer tires with the same problems even then.
Lots of new folks to the trailering scene the last 6-8 years that their only experience is with china made trailer tires so its only natural many simply blame china.
Its not just certain sizes or load ranges that are problematic as evident of posts from the toy hauler crowd with 7k axles on down in size to the pop up crowd. Even boat trailer and lawn service trailer or commercial trailer or horse trailers/etc/etc of all sizes and weights have the same issues with trailer tires.
Trailer tires are a niche tire and according to the tires size (13" to 16") can depend on the country of origin.

Carlisles have been good to me. First 2 TT's had them and no issues. My current 2009 I got in 2008 TT came with Duro's and they were cracked beyond safe use in one calender year. Local tire shop that I trust recommended Carlisles, I got load range E's as they were only $1.00 more a tire. 2 years later wearing well, no cracks. FWIW I am trying to figure out how a spare tire on a rack blows out.....Especially if it is covered and protected from UV rays.....

Carlisle tires are made in Aiken, SC. I think the China plant was closed around 18 months ago. I suspect high shipping costs and little labor savings (mostly robots) lead to the move. I also heard the area the factory was located at in China was rezoned and they were pressured to move.

I don't care where they're made..when the spare tire blows out while it's just hanging on the back of the trailer that's where I'd have to draw the line. Maybe they need to retrain them robots to build a better product...Sounds like the cheif inspector robot was laying down on the job..

We don't know - that was part of the original question from the OP: "Tire #4 was the spare, which blew out WHILE STILL ATTACHED TO THE REAR of the camper parked at home."

That was Firestones, and Ford was at least equally at fault for specifying low tire pressures, on the order of 24 psi. I have had a few blowouts in years past, and not one of them would turn a vehicle over without some steering input help.
