Yes, It will charge just as good on 20A as it normally does on 30A.

When we are at non-serviced sites and the solar output is bad I charge batteries with my Honda EU1000 through a Magnum Energy converter/Inverter with the maximum AC amp limit set at 5a. That will allow the Magnum to produce about 35a to the battery bank that has no problem fully charging my battery bank of 6-6v AGM batteries.

How are you measuring % charge?
What batteries do you have?
And as others have said, batteries will fully charge on 15 or 20 amp shore power just fine.

they are golf cart batteries
i have a meter on the dash. when i unplug it from the 20a within 35mins it loses all of the charge.. with nothing on in the coach.

Use a HYDROMETER (a couple of bucks at any auto parts house) to check them. Check when they are fully charged.
Use a DIGITAL VOLTMETER (starting under $20 at Sears, Radio Shack, etc) to tell what voltage they are BEFORE CHARGING, WHILE CHARGING, AFTER BEING OFF CHARGER FOR 1 HOUR.

Check your batteries as previously described but I suspect that your charger is bad too. It's not only doing a poor job at charging, it also may be discharging the batts due to a failed diode bridge. This would also limit charging capacity.
