It would be under the truck insurance policy. Think about it this way. Lets say you where towing a utility trailer that does not require insurance and you backed in to this guys RV who would pay for the damage? Your truck insurance company. My insurance company covers liability on anything I hook to the back of my TV and tow down the road regardless of any other insurance on the trailer.

I just got off the phone with Safeco, my truck insurer. They are working with Progressive to figure it out. I am still not really sure what the issue is.

I say don't let the right hand know what the left is doing. If you have 2 companies the towing insurance has no need to know about the other. i have the same for both but the trailer is insured for replacement and is covered by that policy ONLY when the hitch is disconnected.

The issue is that neither one wants to pay.
Truck insurance will probably pay in the end.

This is such a classic situation. Once you get it sorted out, I suggest dropping both companies and getting an RV insurance quote(and 5th wheel) from the same company. AARP gives discounts on insurance so that a great option if you’re age 50 or over.

I have been in only one accident (the other person's fault).Safeco was a difficult company to work with and I would not ever use them as my insurance company. What I learned from that event was: Tape the conversations!

Safeco.... My truck insurance handled the claim with no issues once they verified that there was no liability on the trailer through Progressive. Thanks for the info guys.

This is Safeco's claim, either they are misunderstanding what you are claiming or just plain wrong. Call their claims department, ask for a supervisor and get them to contact the owner of the trailer you hit. The tow vehicle insurer is responsible for all liability claims related to the operation of your truck and any trailer attached, either owned or unowned.

The deal is Safeco is trying to get out of paying a claim. Progressive shouldn't come into it at all, unless you also have a collision claim on your trailer.

Insurance companies generally don't write liability coverage for towed vehicles, as tort liability attaches to the owner and operator of the motor vehicle. If Safeco is trying to get Progressive to pay for damage you did to someone else's property, they are doing something they know is wrong. If they are trying to get out of paying because you were towing, you want to see the clause in their policy that says they don't cover you if you are towing.

Then once you are past this, you want to dump Safeco and get a better insurance carrier.
