Nice state park near Prestonsburg.
I do NOT recommend Breaks Interstate Park. Roads to the park very narrow and crooked with lots of coal truck traffic.

We can recommend Natural Bridge State Park east of Lexington. It has water and electric hookups and a dump station. They offer a tram/cable car type ride to the Natural Bridge on top of the mountain. It is a Kentucky State Park Resort with a pool, lodge, and limited nearby shopping.
Time to camp.

I think you will find that Breaks Interstate Park is owned by both Commonwealths.

A hitch and hop: are you asking about Parker's Lake in southern Kentucky near Cumberland Falls?

The road to Boonesborough is no problem, only a moderate grade down to the river. Nover heard of the other one. Hopefully someone else is better informed.

I have seen some good reviews on the State Parks along I-75. I am planning on also driving I-75 from Ohio to Florida with a stop at several of them. I am concerned about pulling on mountain roads with higher grades than the interstate ( I saw a park warning on one in south Kentucky that had a 13% grade). Can anyone tell me about the roads from I-75 to Eagles Resort near Parkers Lake? Also how is the road to Boonebourgh State Park?

The highest point in Ky is Black Mountain, and it's only about 4,000 feet. I don't know of any campgrounds there. Jenny Wiley is probably as high as any, other than the Breaks or maybe Cumberland Gap, but it isn't really much cooler. You have to get into Tenn or NC to get enough altitude to make any difference.
