How do the resorts compare between Enjoy America and Passport America? Too much overlap for both? Rate differences? Length of stay comparisons?

With PPA there is no standard for any of those things. Each campground sets it's own rules of use, their own rates and their own exclusions (if any).

I don’t know anything about EA and they have a closed web site so making comparisons is hard to do…
But based on the information they do allow to be seen it looks like they have far fewer listings and I would guess most are also PA members also…

It also seems to work exactly the same way as PA in that each park sets their own restrictions…
