Definitely before. The installer will likely refuse the job with the hitch in as they will not get complete coverage and you will cuss when you need to remove it later.

Before the hitch install if you dont want the hitch sprayed.

Ok thanks! That's what I thought but wasn't sure. We are getting it sprayed Tuesday! Still need to pick out a hitch....

Have the holes drilled.
Have the bed liner sprayed in.
Install the hitch.
