Not sure just where you are planning to visit in the area, but if you get down in to NC, you may want to check out 4PawsKingdom.com, as it's geared towards dogs (and even frowns on kids) They have Agility rings and lots of dog activities.
Nothing but positive reviews, except for those folks with young kids....hey, it's for dogs, not kids!

I'd also give RVingWithDogs.com a try, and plug in the area you want to visit.

And finally, there is RVParkReviews.com though you will have to do more searching to figure out who is dog friendly and who isn't.

Generally, most of the State/Federal Parks will allow your dogs, and may actually have a lake or something that the dogs can go swimming in.

Good luck, and have a great trip!

Very few Campgrounds have strict laws concerning dogs being left alone or barking. That is usually the domain of RV parks etc. Without knowing where in the Smokys you're planning on going hard to recommend a particular one.

X2. Four Paws if Rutherfordton, NC location would work. Gets great reviews & does have water areas for dog swimming.

If you have the time, take your dogs to 4 Paws Kingdom.

Also check rvparkreviews. I always try to note how it was for the dog, and wish everyone would do the same.

We camp in the Pigeon Forge area quite often. Most are dog friendly. Never read any rules as to swimming in the streams. Strict rules are, to not leave pets unattended, outside or even inside if they are barkers. Everyone carries their poop bags for disposal. The only problem we've had as some folks let their pet wonder off course and pee on the grass by our unit. That's no big deal. We just stay off the grass in that spot.
