I agree with that, and even then would be quite cautious about using it for a bike rack.

Bad idea. Our 1181 (I think) is a box bent from aluminum and "stitch welded" along it's length. I think it's designed for a step and hose storage, period--nothing else.
I can't imagine putting a load like you propose on this type of bumper.
