Isn't a Mexico local address required to be able to acquire a FM2?

Hi Rocmoc,

We got our FM2 here in La Paz last year and just renewed it a few months ago for the next year.

To get an FM2 you need a utility bill in your name (which would require a local address) three months' worth of bank statements to show your income. Of course you need your passport and valid FMM. Your bank statements need to show a minimum monthly income (I think it is around $2500 or $3000 for a couple now).

Also - the FM2 requires that you are in Mexico 3 years out of a 5 year total. Now - driving in and out of the country there is no tracking mechanism only if you fly.

Depending on the municipality, some requirements vary. Our experience was much simpler and faster than we expected and that we read about from others who are in other parts of Mexico. We also used a professional which further simplified everything at our end.

The FM 2 document means that you live in Mexico primarily so you would have a home address here.

In reality, traveling by ground with an FM2 or FM3, you are required to check in and out at all exits of Mexico. You fill out an FMM form which is your salida, and when returning you turn it in for the entrada.

It is not enforced by aduana which has no real relationship with INM. However, should you be asked upon reentering Mexico at the first crossing for your FMM form and you don't have it, you will have your FM2 confiscated and forced to pay a fine.

This is to track the number of days you are out of the country in any 12 month period. Maximum in any 5 year period is 148 days per year.

I've had an FM2 for over 20 years now. Be careful.

There is no more FM2 and FM3 classification. They have become no inmigtante ( FM3) and inmigrante (FM2 There are "flavours of each of these classifications such as rentista or work permit. BUT there is a whole new set of regulations that was written and passed by the politicians but is not yet law. There will be lots of changes but no one knows the end result. THere are rumours that the no inmigrante will be valid for 5 years with no annual renewal. There is no advantage for anyone who does not live in Mexico to have the inmigrante visa. Nor is there any advantage for RV'rs who travel Mexico for less than 6 months to have a no inmigrante visa. We have the no inmigrante but it is a PIA. We keep it as we own a home in Mexico and it could help avoid a hefty capital gains tax if we ever sell.

Yes, you are right about that and about all the new regulations. I use the old FM2 and FM3 term(s) because that's what most people are still familiar with.

I have heard this many, many times - except that when we got our FM2s (actually inmigrante - rentista) we were required to turn in our FMMs to immigration here in La Paz. So there is no way we could turn them in at the border when we went back into the US.

I don't doubt that what you are saying is correct as I've heard this repeatedly. I'm just not sure how it can be enforced in this case.

Add to that, the fact that FMMs are not even required in the "free zone" of the Baja . . . so when we go north and we're in the Free Zone traveling back and forth between the US and Mexico we're not required to fill out an FMM - but we are required to make sure we are in the country enough time (3 years out of 5) due to our FM2 . . .

FM3 requires less income - about $1200 per person and no time limits on being out of country. Still need an address
