From what I read here: Use Tax
Unless you purchase from a relative, you will owe your city's tax rate on any purchase made in or out of state. It is collected when you register the vehicle. I've heard of people getting a receipt for a lower price than they really paid, but that would depend on your own personal moral beliefs on the tax system....
Not sure about CA, but in NC, they could care less what you paid, or what the receipt says. They punch in the VIN, and tell you what you will owe!
Now, that may be different for TTs, but they sure do hit us for cars, trucks, and MHs.
As for paying taxes.....YES, you'll have to pay......remember that saying about Death and Taxes
As mentioned, you'll pay when you register it.

Believe it or not, that has been tried before. That's why they use NADA or a similiar database to determine the value and charge the taxes accordingly. Thanks to people who have cheated in the past, if you actually do go out and get a great deal or buy one in disrepair to fix up, you still pay taxes like you paid full retail.
