I have a Fantastic Fan in the front of my trailer and a Create-a-breeze (lower Fantastic Fan product) in the bathroom. Neither one will run with the cover closed. If it is running and you close the cover the fan will turn itself off.

My Fantastic Fan only works with the vent open...I have both the new and older versions on our MH.

Im curious about the welded motor? Usually you pull the fan off, 2 very small screws hold the motor to arm?. (close the toilet, sink & floor drain).
Replacement fan &or motor though a lil less cost wise, I'd agree a vortex or simular conversion might be nice.
