With the brake control connected to the 5th wheel, should the brakes be locked on the trailer up when I manually slide the brake lever on full?

maybe, maybe not. depends on how adjusted the brakes are. are the shoes free of grease, dust? I know if I hit the manuel lever mine lock up. But I threw away those electric drum brakes 2 years ago. Hyd disk for me.

I engage trailer brakes with manual lever to do a 'pull test' every time I hitch up.
Trailer brakes lock up.....truck grunts.....hitch is locked.

Might not be the controller setting....
Have you checked/adjusted the trailer brakes?

I could never get my last fifth wheel's wheels to lock up. I had it back to the dealer many times and they couldn't figure it out. Changed the magnets, pads, wiring, and controller. They called the axle manufacturer many times and did everything they said to do. Still I had very weak brakes. Couldn't hardly feel them on the highest setting or manually squeezing the lever. I hated them.

If they work at all it's more than likely a brake problem rather than a controller problem.

I had this problem in our old Holiday Rambler. First, if you have one of those Teflon plates on your hitch, remove it, try your brakes again. If your brakes are better, try and find the ground for your 12V wiring (Camper). Clean connectors, and use some dielectric grease on the connections. Hope this works! Good luck!!
