Now that I think some more about it, if it is only 3/8" tall, as well as only 2 prong, it probably is not a tester. It might be nothing but a baby protector. It would be pretty hard to grasp that for pulling.

I'll bet it is a flasher. You can plug it into your 7-pin cable on the trailer to make the marker lights on the trailer flash. Good if you have an emergency in the campground and need the ambulance driver to find your trailer.

OK, Off Pavement wins. I plugged it in and it gives of a nice soft yellow glow. Looks like some kind of promotion for the NV Power and Light company with their logo on the front. Still in the original sealed baggie.
I guess it could also be considered a circuit tester -- if it lights there is power. 
Also checked several numbers on the back in Google but nothing came up.
