Inspection is pretty much a state scam, how many class A owners you know that are not, constantly working on their RV.
Lets see, gas tax just went up to 53 cent on a dollars worth, you pay tax on the RV every year, state inspection, state tag sticker & then insurance on the rig. Did I leave out anything the state is robbing us for, anybody ?, dont want to leave anything out.
I say lets move the capitol of NC to Hendersonville NC, maybe that area can get fixed all up like Wake county does every day with all that tax money collected.
But, then again, would we want those idiots like in Wake county coming & messing up the mountain areas with all their stupid ideas.

A person who is out of state may obtain an emissions inspection in the jurisdiction where the vehicle is located in lieu of an inspection in North Carolina as long as it meets the requirements of the U.S. Environmental Protection Agency (40 C.F.R 51).
That's fine for emissions but the OP asked about SAFETY. Sounds like you may need to register it in California or some other state that HAS no safety inspection requirements if the RV never comes home.

I'd think it should be inspected in the state it is registered especially because the standards may be different in other states. When we lived in NC they did not have emissions testing but that may have changed.
However don't take my word for it...call the NCDOT as previous postered suggested. Not to know the facts from them is to guess!

The quote is exactly what it says it is, the answer from the NC DOT as to what to do if your inspection is due while the vehicle is out of state. No more, no less... As suggested, call the NC DOT if that's not clear enough for you. Emissions and safety are all part of the same inspection process in NC if you reside in one of the 48 counties that require the OBD emissions inspection. The question I would have for them if I lived there, is how does the out-of-state inspection information get entered into the NC electronic inspection system, so a registration renewal isn't blocked.
When I was in the military, my vehicle was registered in NYS, but I was in Virgina and Georgia. When inspection time rolled around I always got a inspection in the state where I was stationed, and then got a proper inspection when I got home on leave. Always figured that if a cop saw that I tried that he/she would over look it under the circumstances. Never had a problem with a Virgina Safety Inspection on a NYS registered vehicle.
If I were in the OP's shoes, I'd call NC DMV and ask them what to do to prevent me from getting in trouble with them. 877-421-0020 I assure you that they don't bite. They just sound like it.

An inspection sticker really isn't an issue in NC, since they stopped issuing them a few years ago. Inspections are simply recorded electronically as part of the vehicle's registration record. Currently, NY does not require you to get an updated inspection until the vehicle returns to the state. It's best to have a dated receipt of some sort with you to prove you were out of state though, in case you're stopped.
Perhaps I should explain, as we have family living in US we come over from Australia 3 times a year, we have already visited most of the contiguous states, but have more to visit. The last Safety check was done in Michigan and accepted by the NC people.
My question was prompted by warnings I have recieved about "crazy green" stuff in California -e.g. everything you buy in the US seems to carry a warning that it is known to cause cancer in the state of California:-} is it the water or do you have full moon all the time?
