Don't know about your state, but if you get caught doing that in Calif and a Ranger sees it, you've got a big fine on your hands, and rightly so.

Always a popular topic on the Forum and the question is, "why"? I think it is a throw back to our teen gross out years. Serves some purpose and I guess it is best to not even question it other than to suggest that if you hang around anywhere long enough you'll find something offensive going on.

Pulled into a rest stop area after a long week of boondocking... This particular stop has a free trailer dump which I have used a couple of times. I pull up behind a big fancy class A diesel pusher and here is what I see.
The dump is overflowing! There was an actual pond of scum a good 6" deep and guess what. This guy, standing is in the middle of the scum wearing sandals and no gloves, holding his hose while he feels around for the inlet pipe! He then bends down and tries to shove the hose in... No luck, so he throws it down in the glick and commences to pull the valve... That is when he looked around and saw us watching him. He makes a comment "I guess it's full", then picks up his hose, which was now also covered in glick, puts into one of his compartments, walks to the drivers door and just jumps in, fires up and leaves. Thank G, because we couldn't pull out until he moved and it really stunk.

I'm sure it's the same in all states, a fine if you are caught.
However, Murphy's Law is always in action, as a result there is never a Ranger/Police available to take action.

The next potluck dinner you are invited to in a campground, think about all of the above and see if you still want to go.
