My brother & sis in law live in Texas 6 moths out of the year & would like to make Texas their permenent residence. How can they do this? Also, I have heard there is a town in the Houston area that serves as a mail delivery service? Does anyone what the name of this town is & how I can contact them?

Rent a private mailbox in TX - either through escapees, a UPS Store in TX, or a and package shipping store in TX that rents private malboxes. The only requirement is that the rentor be a CMRA (google: USPS CMRA).
Then have them change the address on cell phone and credit card bills. If they have paperless billing, have them turn it off for 1 biling cycle so that they receive a printed statement in the mail at their private mailbox.
Use those statements and go to the DMV to get a new license (or change of address) using those printed statements.
Then register to vote using the new drivers license.
If Texas has a emmissions testing that requires a certificate of passing then they'll probably have to do that to their vehicles before they can re-register and re-title them to the new address.
Texas may require proof of insurance before they can be re-registered.
Then turn paperless billing back on, and perform all the remaining changes of address to complete the move to TX on paper.

Texas does require proof of insurance for registration and for vehicle inspections.
The counties around the big cities do require emissions testing as part of the inspection process.

Mailbox is definitely the 1st step needed. This is basically what we did for DH in FL with a UPS Store in 2005. DL needed a physical address, so we gave them our RV Park with space #, but they use UPS Store as mailing address on it.
Since they are in TX for 6 mos, it can be done easily.
But, you can still be paperless. Just print the bank/CC statements with new TX address once they are all changed over.

If you were born north of the Mason/Dixon Line it's illegal to apply for Texas Citizenship! Same in Tennessee also.

I'm in deep trouble, i was born and raised in Pennsylvaina, got to Texas as slow as i could. But, you gotta go where the jobs and money are.
