My neighbour has just purchased a new 26ft. class A Jayco. He wants to take it to Washington to see the Smithsonian. He has no toad vehicle. Where should he park that will be safe for his RV while he's downtown
or is there any downtown parking for RV's
What should I tell him?

Tell him parking in downtown D. C. is very hard to find and to park out of the city and ride public trans into the city.

Sorry to say that we won't even park our truck at a metro lot. 
Maybe some are safer than others....

I have only used the Metro lots on the Virginia side of DC, but I have never had a problem. If you want to start a little farther out, use the Virginia Railway Express (VRE). It is a commuter train with fewer runs but is a good alternative to the subway. See VRE.org for schedules and locations..

Since Oct. 2009 the MTPD has motorized roaving patrol at all 50 metro stations. The New Carrollton station is the one to avoid.

X3, The metro is the way to go. I rode it several times a day for years.
Taking a motorhome into DC would be insanity. If you did find somewhere to park, you'd need to sell it to pay the bill.

We park our 25" class C in front of the Air and Space museum. We have a handicap hang tag and park in the handicap spaces but there are also many regular spaces. The street is signed - No Parking 1-10:00 AM Mon-Fri 3 Hour Limit All Other Times. The museums open at 10:00 and the spaces fill fast. We try to get there just a little before 10:00 on weekdays and around 9:00 on weekends when there aren't any restrictions.

I would agree, even at "slow" time the odds of getting a spot you could get a motorhome in would be near nil - and then getting parked in would be virtually guaranteed. A lot of the metro stations are fine to park at, and the system is easy to use and safe - I'm a bit of a freak about safety and we take our two children every year with no worries - we just stay out of the bad parts of town.
You might consider telling them to spend the night at Cherry Hill campground. Cherry Hill will transport you to the metro from what I understand, which would resolve the issue since they'll have to stay somewhere!
