I see the cement mixer type front wheels, but does it have a powered front axle?

That's not a TC. It is a custom truck conversion motorhome. And as mentioned it probably gets reasonable mpg because for the power vs weight the engine is not working as hard.

And they said you can not safely tow a 12,000 pound 4 horse trailer with a truck camper or a class C.

Cannot tell too well from the photo, but is there a front pumpkin drive on that front axle? from the height at the fender I suspect there is.

Did you happen to see the plates? Anything that ugly of color looks like a government vehicle.
